Digitalised BLNST Booking Guide for Civil Service Applicants
A pass in the Basic Law and National Security Law Test is an entry requirement for all civil service jobs. For degree and professional-grade applicants, the digitalised test gives more frequent booking options, but the timing rules still matter.
Where the Digitalised BLNST Runs
The CSB launched the Digitalised BLNST for degree and professional grades in May 2025. It is held at the Recruitment Centre, General Grades Office, 37/F Revenue Tower, 5 Gloucester Road, Wanchai. The test is generally conducted Monday to Friday, except public holidays, with six examination timeslots per day.
Booking Window and Timeslots
Applications must be submitted through the Digitalised BLNST online application system. The CSB states that in-person, mail, fax and email applications will not be processed. Subject to quota, applicants can choose a timeslot in the coming eight weeks from the day of application. The earliest selectable date is normally the next working day, and new quota for the timeslot after eight weeks opens after midnight.
Format and Pass Mark
For degree and professional-grade civil service jobs, the BLNST is a 30-minute bilingual test with 20 multiple-choice questions. A candidate who answers at least 10 out of 20 correctly is deemed to have a pass result acceptable for civil service recruitment. For non-degree or non-professional grades at or above completion of secondary education level, the relevant BLNST is a 35-minute bilingual test with the same 10 out of 20 pass threshold. For posts below that education level, candidates are orally tested on four questions during recruitment interviews and need two or more correct answers.
Changes, Absence and Retake Risk
Each applicant can reserve only one Digitalised BLNST timeslot. A booking can be amended or cancelled not later than one day before the scheduled date. If an applicant is absent or does not attain a pass result, the CSB applies a three-month suspension period before the applicant can take the Digitalised BLNST again. That is why BLNST should be planned early, not left to the final days before a job deadline.
After the Test
For the Digitalised BLNST degree and professional-grade test, the CSB issues electronic result certificates on the same day as the examination. Keep the certificate with your application records and still check each vacancy notice, because individual grades may set other eligibility conditions beyond the BLNST.
